INFORMATION REGARDING THE PROCESSING OF PERSONAL DATA
(GDPR Information)
This information is addressed to high school students who wish to participate in the competitions proposed within the projects organized by the Romanian Excellence Center in Economics (RECE), to which we will refer hereinafter as “candidates”.
In equal measure, this information is addressed to the parents / legal guardians of the aforementioned candidates who are not of legal age, as well as to the teaching staff who assume the responsibility of project/work coordinators for candidates who are students at the same high school or are prepared and coordinated by them.
This document contains information about the personal data collected by the Romanian Excellence Center in Economics (RECE), hereinafter referred to as RECE. RECE acts as the Controller of the personal data that you, candidates, parents/legal guardians of minor candidates, and coordinating teachers, provide as Data Subjects, so that RECE may be able to register candidates for the organized competitions, to award candidates declared winners, and to confirm the participation of all candidates by issuing participation diplomas.
- What are personal data?
According to the GDPR, “personal data” means any information relating to an identified or identifiable natural person (“data subject”). An identifiable natural person is one who can be identified, directly or indirectly, in particular by reference to an identifier such as a name, an identification number, location data, an online identifier, or to one or more factors specific to the physical, physiological, genetic, mental, economic, cultural, or social identity of that natural person.
- What information is collected
For the registration of candidates in the competitions proposed by RECE, the following information is collected from you:
- Regarding all candidates: name and surname, grade (grade 9 to grade 12) or year group (year 10 to year 13) and the high school where they have the status of student, email address, phone number, holographic signature, and the title of the work proposed for the competition.
- Regarding only the admitted candidates: to the data specified above, the facial image and voice will be added, as they will support their works/projects in an online/live format before the Evaluation Commission or certification of performance.
- Regarding the parents of minor candidates: name and surname, email address, phone number, and holographic signature.
- Regarding the coordinating teachers: name and surname, the high school where they hold the status of teacher, email address, phone number, and holographic signature.
- Purpose of data collection
In order to organize and conduct the competitions, RECE will collect and use your personal data as follows:
- Candidate’s full name, grade, and the high school where they are enrolled, the title of the work submitted for the competition, the full name of the coordinating teacher from the high school where the candidate is a student – for the drafting by RECE of the competition organization documents, with the participation of coordinating teachers from the high schools / colleges partnered with RECE for the organization and conduct of the competition;
- Candidate’s email address – for announcing the evaluation result (admitted/rejected) and communicating the schedule for candidates declared admitted to defend their projects before the Evaluation Commission. The evaluation result and scheduling will be sent exclusively to the email address from which the project was received. Additionally, the certificate of participation in the competition will be sent in electronic format to the same email address;
- Candidate’s phone number – for urgent communications from coordinating teachers from high schools / colleges partnered with RECE and/or from persons designated by RECE to exercise responsibilities in the organization and conduct of the competition;
- Full name, email address, and phone number of the coordinating teacher from the high school where the candidate is a student – to establish the identity of this person, as well as to enable coordinating teachers from partnered high schools / colleges and/or persons designated by RECE to communicate relevant matters/aspects with the coordinating teacher from the candidate’s high school;
- Full name, email address, and phone number of the minor candidate’s parent / legal guardian – to establish the identity of the legal adult authorized to confirm, accept, and assume the actions and results of the minor for whom they exercise such responsibility, as well as to enable coordinating teachers from partnered high schools / colleges and/or persons designated by RECE to communicate relevant matters/aspects with this adult, should the situation require it;
- Holographic signature of any of the data subjects – to ensure the authenticity of the documents signed and assumed by the data subjects.
- What we do with this information
The names and surnames of candidates from the same high school and the authors of the proposed works will be recorded in the Registration Form, which must be completed by the designated coordinating teacher. The coordinating teacher will complete the school’s name, their own name, phone number, and email, and will authenticate the form with a holographic signature.
These forms are collected by the coordinating professors and/or persons designated by RECE who are authorized to process the personal data. Data storage takes place in Romania at the headquarters of RECE and partner institutions.
Regarding the payment of monetary prizes, the winners’ data will be transmitted to authorities with financial control duties according to current legislation, as well as third parties, with which RECE cooperates. RECE does not exclude the possibility that data may be provided to other public authorities or institutions if provided for by law, to protect the rights of RECE, to prevent a crime, or to protect public safety.
- Duration of data storage
The storage duration is subject to legal provisions regarding mandatory preservation and/or archiving periods. Data will be kept for the entire duration of the project/ competition that the student/s registered for. Legal archiving terms for financial/tax documents will be added starting from the project’s closure date, if applicable.
Important:
- If a candidate does not agree to the processing, they risk being unable to participate in the competition.
- If a parent/guardian does not agree, the minor candidate risks being unable to participate.
- If a coordinating teacher does not agree, all candidates from that high school risk being unable to participate.
- Rights of data subjects
In accordance with GDPR, data subjects have: the right of access (Art. 15), rectification (Art. 16), erasure/”right to be forgotten” (Art. 17), restriction of processing (Art. 18), data portability (Art. 20), opposition (Art. 21), not to be subject to automated individual decisions (Art. 22), the right of intervention (Art. 22 para. 3), and the right to address the National Supervisory Authority for Personal Data Processing and/or competent courts (Art. 12 para. 4) .
As processing is based on consent (Art. 6 para. 1 lit. a), any data subject has the right to withdraw consent at any time, without affecting the legality of processing carried out before the withdrawal (Art. 14 para. 2 lit. d) .
REGULATION (EU) 2016/679 of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) – issued by the European Parliament and the Council of the European Union, hereinafter referred to as GDPR.
